Personnel Mobilisation
Personnel mobilisation is the full cycle of getting specialists to site: medical examinations, occupational health and industrial safety training, document processing, logistics to the field, accommodation and support throughout the rotation. FSSA mobilises personnel for Kazakhstan's largest projects — Tengiz, Karachaganak, Karabatan — and knows the operators' and contractors' requirements for permits, certificates and deadlines. We plan arrivals around the 15/15 and 28/28 rotational schedules, coordinate transport and accommodation, and check every specialist's readiness to start — so the project gets its people on time and without downtime. For the employer this means one contractor and one point of accountability instead of a chain of approvals; for the specialists, an organised departure and support on site.
What the service includes
- A mobilisation plan: how many specialists must arrive at which site and when, in line with the project and rotation schedule.
- Pre-employment medical examinations and clearance for work.
- Occupational health and industrial safety training, specialist courses and certification at APEC Training Center.
- Processing of documents and site passes in line with the requirements of the operator and the general contractor.
- Logistics: tickets, transfers, travel to the field and back.
- Accommodation and catering in Atyrau before departure and between rotations — at the group's APEC complex.
- Support throughout the rotation, prompt replacements and demobilisation at the end of the work.
How we work
- Mobilisation plan. We agree the headcount, trades, arrival dates and permit requirements.
- Medical examination. We arrange medicals and make sure every specialist is cleared for work.
- Training and permits. We provide occupational safety training and specialist courses and arrange certificates and site passes.
- Logistics and accommodation. We buy tickets and arrange transfers, accommodation and catering.
- Rotation and demobilisation. We support staff on site, provide replacements and organise departure at the end of the rotation.
Experience on the largest projects
FSSA mobilises personnel for projects at Tengiz, Karachaganak and Karabatan. The agency mobilised more than 200 employees for TCO's Future Growth Project, took part in turnarounds at TCO, KPO and Dunga facilities, and since 2023 has been mobilising specialists for projects in Europe — in 2026 the 500th specialist started work on European projects. Each operator has its own requirements for medicals, training, certificates and documents, and the agency takes them into account at the planning stage so that specialists do not lose time on site.
